Modernizing the Foundation of National Tax Governance
A national tax authority responsible for administering more than 12 million taxpayers set out to modernize its information architecture to elevate accuracy, strengthen compliance, and enhance citizen services. For years, key taxpayer data had been scattered across disconnected legacy systems, leading to inconsistencies, slow processing workloads, manual verification, and fragmented visibility across government institutions.
Modern nations can no longer rely on scattered legacy systems—true tax governance demands a unified, real-time digital core that delivers precision, transparency, and trust at national scale.
As tax systems expand and public expectations elevate, forward-thinking governments must transition from isolated registries to unified, intelligence-driven platforms that ensure accuracy, transparency, and real-time service delivery.
To overcome these challenges, the authority selected mLogica’s CAP*M Analytics to implement a national Unified Register of Taxpayers; thereby creating a single source of truth, ensuring traceability of every change, and enabling secure collaboration across internal systems and external institutions.
The Imperative for Unified, Trusted Taxpayer Intelligence
The tax authority faced a familiar challenge shared by many government agencies:
Disconnected identity profiles increased the risk of errors, duplication, and compliance gaps, and high-volume requests from partner agencies placed pressure on systems never designed for modern digital workloads.
Without a unified, validated, and traceable national taxpayer identity framework, the administration risked inefficiencies, inaccuracies, and delays in service delivery, all of which could negatively impact fiscal collection performance and public trust.
Architecting a Connected, Validated, and Future-Ready Tax Register
mLogica deployed CAP*M Analytics to build a loosely coupled yet deeply integrated national taxpayer register, ensuring every taxpayer, legal entity, natural person, authorization, and business location could be represented consistently and accurately. The platform introduced automated pre- and post-update validation, enforcing accuracy and ensuring that every modification, from a new registration to an administrative update, was logged with full historical context and traceability.
External data exchanges were modernized through secure, real-time integration with key government systems, enabling continuous synchronization with business registries, customs systems, financial institutions, statistical agencies, and internal tax authority platforms.
Over the course of a 90-day deployment, mLogica implemented 11 integrated registers and enabled data services to six internal systems and eleven external institutions, supporting more than 1.2 million service calls per month with response times measured in seconds.
Today, the system maintains comprehensive records for 12.98 million taxpayers, 14.2 million natural persons, and 1.53 million legal entities, creating an authoritative and transparent foundation for tax governance
Real-World Impact: Accuracy, Agility & Administrative Excellence
The Unified Register of Taxpayers has fundamentally strengthened administrative capacity and operational performance. By consolidating and validating taxpayer data at scale, the authority established a single authoritative view of each taxpayer, enabling secure, digital self-registration; issuance of tax certificates and authorizations; and seamless access for internal departments and partner institutions.
This unified taxpayer register redefined the nation’s fiscal intelligence backbone, delivering unprecedented accuracy, real-time transparency, and institutional speed that fundamentally elevates tax governance and public trust
Administrative efficiency improved markedly as manual verification activity diminished and automated reconciliation mechanisms replaced legacy procedures. Government partners, from customs and banking regulators to municipal offices, now access accurate, consistent information in real time, improving service quality and accelerating public-sector decision-making. This transformation also strengthened legal compliance and transparency by ensuring that every change is auditable and every record evolution is fully traceable.
The Digital Backbone of Tax Compliance
The transition to CAP*M Analytics provided far more than a modern registry. It created a resilient, intelligence-enabled platform capable of supporting advanced tax analytics, automated decisions, and compliance modernization initiatives. With centralized identity data, lifecycle controls, and integrated validation logic, the authority established the foundation for proactive fraud detection, risk-based auditing, and policy automation.
Just as importantly, the architecture now supports high-volume digital channels, including e-tax portals, fiscalization systems, and consolidated taxpayer reporting, enabling efficient, citizen-centric service delivery and maintaining performance even during surges in public demand.
By adopting mLogica’s CAP*M Analytics, the national tax authority has elevated its operating model, strengthened transparency, and established a scalable digital backbone for current and future tax administration needs. The Unified Register of Taxpayers stands as a benchmark for governmental modernization, demonstrating how accurate, real-time data and intelligent automation can accelerate public-sector transformation, protect state revenue, and build trust with citizens and institutions alike.
