Position Summary

The Technical Project Manager (TPM) will lead technology modernization and implementation projects supporting U.S. government tax administration, revenue collection, compliance, and public-sector financial systems. This role is responsible for managing project scope, timelines, and cross-functional teams while ensuring compliance with federal, state, and local regulations. The TPM will translate U.S. tax policies and operational requirements into technical specifications and oversee development, integration, and system upgrades within highly regulated environments.


Key Responsibilities

Project Management & Delivery

  • Plan, execute, and deliver IT projects for U.S. government tax and revenue agencies using PMBOK, PMP, or Agile methodologies.
  • Create project charters, schedules, budgets, risk logs, and stakeholder communication plans.
  • Coordinate cross-functional teams including developers, systems engineers, analysts, security teams, tax policy experts, and government officials.
  • Ensure on-time delivery of system enhancements, modernization efforts, and compliance-driven updates.

Technical Leadership

  • Translate federal and state tax legislation, administrative rules, and compliance requirements into technical and functional requirements.
  • Oversee development of tax filing systems, e-filing platforms, revenue management systems, payment and refund engines, audit tools, and compliance monitoring solutions.
  • Review technical architecture, system interfaces, APIs, infrastructure designs, and integration points.
  • Guide testing cycles including SIT, UAT, and regression testing.

U.S. Tax Domain Knowledge

  • Work with tax administrators, auditors, and legal teams to ensure technology aligns with IRS codes, state tax statutes, and regulatory guidance.
  • Support project changes triggered by new federal legislation (e.g., IRS updates), state tax reforms, or municipal code changes.
  • Understand workflows such as assessments, collections, appeals, exemptions, audits, and revenue reporting.

Analytics & Data Management

  • Partner with BI and data teams to implement dashboards, compliance reports, revenue projections, and fraud detection analytics.
  • Ensure data quality, integrity, and traceability within government tax systems.
  • Utilize data insights to drive process improvements and modernization initiatives.

Risk, Security & Compliance

  • Ensure adherence to U.S. government security standards, including:
    • NIST 800-53
    • FedRAMP (for cloud solutions)
    • IRS Publication 1075 (Tax Information Security Guidelines)
    • CJIS, FISMA, and applicable state cybersecurity mandates
  • Manage project risks, dependencies, and compliance gaps.
  • Support audits, documentation, and evidence collection for federal or state oversight bodies.

Stakeholder Management & Communication

  • Communicate effectively with government executives, tax policy groups, technical teams, and third-party vendors.
  • Manage vendor deliverables, contracts, SLAs, and integration milestones.
  • Present technical information in a clear, accessible format for non-technical stakeholders.

Qualifications

  • Bachelor’s degree in Information Systems, Computer Science, Public Administration, Accounting, or related field.
  • PMP certification preferred; Agile/Scrum certifications are a plus.
  • 5–10+ years of project management experience, including significant experience with U.S. federal, state, or local government IT systems.
  • Background working with tax, revenue, finance, or compliance-related systems.
  • Knowledge of U.S. tax administration, revenue cycle processes, or government financial workflows.
  • Familiarity with government security frameworks and compliance standards.
  • Strong communication, documentation, and stakeholder engagement skills.

Preferred Experience

  • Experience with:
    • State Department of Revenue or Comptroller systems
    • IRS-related compliance systems or e-file infrastructure
    • ERP or revenue management platforms used by U.S. governments
    • Data warehousing, BI, and analytics in a public-sector environment
    • Fraud detection and compliance automation technology
    • Cloud modernization (AWS GovCloud, Azure Gov)
  • Experience working with U.S. government procurement processes is a plus.
  • Lean Six Sigma or process-improvement background is a plus.
  • Experience with both Waterfall and Agile delivery models.
